Consider her a distant cousin to the Batfamily. 

She showed up in Gotham years ago to go after the people who murdered her family, was eventually successful but brought into conflict with Batman. They bickered, she bounced, only to reappear during No Man's Land as the only thing keeping the Bat mantle going until Bruce returned to the city--much like canon.

She won his respect there. So she's been in the cave every now and then, but it's rare, and not since she went on an international mission years ago that she's only just now returning from.
