[@Joestar] I prefer zero to hero as well, but I've noticed that when we RP with genin it turns into a power struggle where everyone wants to 'level' up their character asap and it makes my work fucking annoying. x) You're free to 'leave empty holes' in the jutsus. You could just not use the maximum amount if you prefer.
