I can't speak for Ded but I'd guess that if you aren't in the above cities you won't get powers from the event. However there's always other ways to get powers. I'd also assume that we plan on stopping the domes via taking out the big bad before they can expand too far.

Ok, cause I was thinking that my character got his powers from being exposed to one of those domes like you mentioned earlier as an idea XD
