1) You get a primary element, and then one to two sub elements if you can justify the second one well enough.

2) Yes. You can bend the element AND summon/conjure it, however you will use up drastically less energy if you're just bending from an existing source hence why most of the elements have specific areas for classwork that won't drain the students.
