Yes, basically everything is new and EVERY fruit is available as well as any Devils fruit your little mind can imagine. (within reason) 

The only restriction for the VERY begging, would be no Logias. 

So let's say you make a normal character and reach the grand line: Can you get a logia in then? Sure.

You're a starting character and you want say, the wax wax fruit? Go for it!

the marines only have one singular limit: Any rank below captain. (Jr. Lt is the lowest rank capable of commanding a ship fyi)
