Do apply for RP's if you think they are interesting + they are open. People don't care too much for post count, as long as you can write a cohesive CS or whatever else they need. 

Don't.. eh.. randomly post in the IC without getting some confirmation that you are accepted (unless it's not an 'apply' RP, but most are.) I guess there's not many other don'ts. Be a nice person is generally a nice rule.
