That's a form of game mechanics, and we all know there's such thing as gameplay and story segregation. The rads put out by glowing ones has always been subject to change between games, as does how rads affect the player. Not to mention that you didn't take into account that time passage in game is much faster than time passage for the player in real life, so the scaling is off anyway. I'd say that the actual amount of radiation emitted by a glowing one would not be harmful unless you spend several hours in its presence.
