[@fluorescent] Maybe he looks for evidence that a vigilante goes overboard if he feels they need to be killed off. Graffiti's evidence is plastered in fancy murals on a regular basis, so I can imagine he'd immediately try to kill her once he recognised her. The key would be recognising her without the gas mask. Black Widow might be a less likely target, if she doesn't torture people unnecessarily, though attacking him would certainly lead to ASAP retribution if she doesn't just escape.
