The literal count is a matter of semantics. For instance, the first five powers could be all grouped under "Undeath."

The Devil Wolf's aura of fear is inspired by the Delerium from Werewolf the Apocalypse/Forsaken. It's essentially a "cover story" power that makes normal humans forget having seen the Devil Wolf. Superhumans or other supernatural creatures would be largely immune to it, save for when he uses it in his howl.

I'm not sure what your complaints are about his weaknesses, because he very clearly has several mortal weaknesses. He's difficult to kill but it's not impossible.
