We have quotas and regulations in Canada, for promoting ethnic minorities behind the scenes of media. It's horrible, and kills countless shows and companies. Turns out, enforcing racial quotas in a country that's 86% white is kinda difficult. 

It's actually easier to have more non-whites and women appear on screen, and in music, than to get them involved in the technical side of things.
