Since I've already got Henry, I feel like it might be a waste to stay within Fire Emblem with Velouria, so I'll look around.  Filia and Birdie are still on the table, at least, and I feel like it would be a blast to play Birdie, but I'll make sure to cast my nets far and wide as I search for a second character.
