Fine, let's see...

To start with, let's define Espers.

Espers are people who use Prana to alter reality. In most cases, Prana can only be used to alter the Esper in some way, increasing their strength, modifying parts of their body, things like that. Your power level would depend on the amount of Prana that can build up in your body and how much you can focus that energy to your will. A level 10 is a person who's Prana concentration and Control have reached levels high enough that they're no longer limited to affecting their own body, and can use Prana to change the environment around them. This is called Escana (ESper arCANA).

A few things separate Escana from Magic. Escana will still use the Esper as it's focal point, anything it does starts at the Esper. It's energy source is still the Esper's Prana. Escana follows scientific laws, rather than magical ones.

Normal Espers (usually level 6 and up) can have abilities that look like Escana, such as manipulating fire or electricity. These are actually still just Esper abilities, since the reaction starts in your body and spreads outward. They typically can't effect anything outside a short distance, generally a foot from their body.
