I.e. the colleagues of a cop will assess whether he made a mistake. aka they will get off scot-free 99% of the time unless everyone hates them. That should be changed and IMHO the FBI should be brought in to assess [i]all[/i] lethal-force applications of all cops, everywhere in the USA.
