[@Yig] Dwarves use black powder and guard it closely, refusing to sell it or trade it. Kark relies on steam power heavily, with steam engines being very common there. While you can find them Loram they are a bit rarer, however mages have created ammo that hold its pressured charge. It's expensive but would let someone use guns rather easily.
