Unaffiliated space was created there to serve a plot purpose, and it has since been referenced IC twice.  What we're referring to as unaffiliated space means that there is a gaggle of warring planets and star nations so small they don't even show up on the map with no real collaborative effort between them.  A space Somalia really.

A league of nations would be a collaborative effort, and thus necessitate adding a new 'nation' to the map, which would contrast with the previously established IC lore in the region.
