[@Kronshi]I'll concede your second point, but I'm pretty sure it said somewhere in one of Amethyst's episode that Gems are grown from shards. And as capital punishment, gems are shattered. Since HW cares for little else than usefulness, that's probably how they obtain shards. Shattered Gems, whether killed by Homeworld or otherwise.
