Chaos requires equal technology footing, as the Horde v Lifprasilians showed. It's all good and find to start a fight and chaos, but if you have a stone knife and the forces of Order have Plate armor and metal blades, you're potential for chaos is negligible. 

Not to mention, Vestec was drunk out of his mind.
