[@Commodore Robot] In this case the Tikali at this point may be too short sighted and prone to 'side missions' to actually dedicate themselves to the grand mission (I.e actually enacting that campaign of genocide against the Chelonians the Oath hypes up so much) beyond the periodic harassment of Dominion citizens and operations of sabotage/assassination that happen every so often while the Dominion is too red tape filled to actually bother going about continuing extermination operations with any semblance of effectiveness beyond sometimes getting lucky and attacking a outpost.  Of course if a major incident happened it could lead to an actual total war, but it would seem that no such incident has happened as of yet to really push forward beyond the severe risk the total lack of communication causes.
