My vote on bomb collars is that they stay. Explaining away a force-field that neutralizes powers would A) be very difficult and B) undermine the whole premise of the story. If normal people have technology that can just prevent powers from being used, then there's no reasonable need to let them keep their powers or treat them differently than normal people. Even the "turn them into superweapons" idea wouldn't make sense, because if they have something that can defend against the powered people then surely any enemies would get the same tech in a short enough amount of time. Collars that explode/inject poison/etc. when detected outside of a certain area or on command would make more sense, and workarounds for travel using extradimensional methods are much easier to come up with. Even with a unified world government, it would be unrealistic to think there weren't at least terrorists and resistance factions out there, some of which might manage to take over a compound of their own under the radar. The collar being grafted onto their necks might not be necessary, and if we keep it as exploding within three feet of the forcefield then we know that it's relatively far away from the edges of the compound and will almost certainly have markers to show distance away from it, since having a bunch of powered people getting killed by accidentally getting too close would be a waste of resources. Unless the forcefield is highly visible, of course. Or simply keep the high walls around it as a marker. I could probably come up with a good ID system if given a few days. Off the top of my head would be: TEF149-XXXXX based, obviously TEF149 being the compound, so if we use the first two digits as the district they were born in (since world travel would be common in a unified world government) and the third as type of power (kinetic, empowerment, weakening, transport, alteration, manipulation, influence) with the fifth and possibly fourth being the classification number for the specific power, OR since the compound can only house 100 inmates, it could simply be their arrival number 00-99. So someone with two powers or a power that can be applied different ways would have the fourth digit filled with a letter just like their third digit. Example: Someone who can cause water to freeze would be --A--, whereas someone with hydrokineses who can also cause water to freeze would be --KA-. Anyway, those are my suggestions. Have at them.
