Have someone possibly form a definite line in the sand. There can be a neutral party that simply wants to live out their lives, a party that wishes to use their abilities for a greater cause, straying away from the darkness within the shards, and possibly a faction in which they want nothing more than to see the world burn, collecting as many shards as possible to push past their current limits on their power.

That'll stir some sort of reaction, I feel.
