Though he's a brilliant inventor and can build improvised high tech from everyday appliances, he's not a genius in many other areas. How Long Have You Been in Prison: On and off for twelve years. His current uninterrupted stint has been two years. Brief History: Cecil first came to the world’s attention in what would become his accustomed grand style at the age of thirteen, calling himself a “boy genius.” He launched a rocket from his backyard that intercepted and attached itself to a military satellite. Once attached, Cecil contacted the pentagon and threatened to detonate it if he wasn't paid. They traced his call and arrested him. He likely would have been tried as an adult for treason or terrorism, but DARPA saw value in someone who could assault an orbiting installation with a rocket made of garbage and tried to employ him. Cecil went along with this, until he managed to slip his handlers and make off with two hundred thousand in embezzled funds. The FBI caught up with him six months later, but the money was never recovered. He was never given a second chance, and yet has spent more than half of the time since his second arrest a free man. He simply keeps escaping. The list of privileges he is allowed in prison has dwindled until the only things he can have in his solitary holding cell are books, which he had to sue the state to allow.
