[@Cerberus0807] Do you mean "starters" as in "one of the first three Pokemon you get in a region"? If so, there is no max. However, I would argue the use of "starter" for this RP. The first Pokemon you actually catch would be one's "starter," but they would just consider it "your first Pokemon." If it was given to you, then it would just be a Pokemon given to you. You can consider one of those as "your first Pokemon." 
But you're not going to the professor of the region to choose one of three Pokemon. That doesn't happen in this setting.
If you're talking about "how many Pokemon you start with as a brand new trainer," there's no max. ^^
