Russian occupation of Ukraine, on the other hand, is in violation of the treaty under which Ukraine transferred its nuclear stockpile to the Russian Federation (the [url=http://en.wikipedia.org/wiki/Budapest_Memorandum_on_Security_Assurances]Budapest Memorandum[/url]). While Ukraine isn't a NATO power, Poland and Lithuania are, and Russia is making military movements in Kaliningrad (a Russian exclave bordering both countries) similar to those made near Ukraine prior to the occupation of Crimea.
