I would say, the only way possible for a Magi to be born from two Humans. Would be due to another Magi being somewhere in their ancestry. So they may have human parents, but due to their grandparent or etc being a Magi. The 'Magi' genes merely skipped a generation or so.

So it's far from impossible, just rather unlikely/rare.
