It depends on how they are limited.  Technically reality warping can be any power (I think technically all of the xmen are low-grade reality warpers), by power dampening could work.  Anarchy amplifies the powers of others by essentially temporarily removing much of their limiting factors. It's how they were able to take on the Justice League.  Of course, they burn out or get recoil problems from him doing that, but he can do the same to himself without those problems, which is why he's so strong.
