Vulcan Betazoid hybrid; that is a combination I haven't ever heard of and can see it being an interesting one as long as it leans towards one or the other races traits. Just look at Spock even though he has human traits he is basicly a Vulcan and as for the abilities of the parent races I must stress that it is one or the other power wise or else it comes across as stacking.

Oh and this is just the begining world of the Asterias's Journey for it is also mandated to push the exploration of the Beta Quadrant because as my Star Trek Star Charts book says.
