I really, really like your take on the mecha genre.  Gives me a very Chromehounds vibe, and I would be remiss not to take a crack at something like that.  What kind of firepower were you thinking when you described the "scaled up rifle" primary armament?  I immediately thought of a 120mm cannon like that of a tank's, but that seems like it'd be kind of heavy, all things considered.
