Good question, I don't think I've actually addressed this, yet.

The NCR won the second battle of Hoover Dam, with the help of the Boomers and Enclave Remnants. The Courier fought for Mister House, and, after the Battle, the Independent Economic Zone of New Vegas was established, with the NCR pulling out of the strip. General Oliver was disgraced, and ended up drinking himself to death in the aftermath. 

Caesar's Legion still holds lands in Arizona, all thought its starting to splinter. Legate Lanius is the current Caesar.
