Legendary powers:  Palkia’s space-time manipulation manifests in three ways. The first is the ability to open a portal directly through solid matter, providing Claudia is within touching distance of the object and the object in question is actually solid. Brickwork walls can be passed through with a single stride, whereas plastered sheets would take more time. In addition to this, she can also open portals in mid-air to close the distance between two points within her line of sight. This ability had no upper range, but works best out on the long open roads of the countryside as opposed to cramped indoor spaces. [u]edit:[/u] The third is a localized stretching, squashing or bending of space, these spatial anomalies take longer to set up than the portals but can allow for interesting effects, that are localized on a specific object or location, be it an item like here gloves, bending space into loops, stretching the distance between two locations to far longer than it seems. All of these effects take time and concentration to set up, large scale distortions can take minutes of careful hand crafting to set up so as a result she gets the most regular use of it to make items smaller (nobody expects a her of carrying around razor sharp claws, a lounger or several motorcycles for example).

Appearance notes: gauntlets/gloves used to store the blades that look like Palkias forearms, space distortion is used to make them look less bulky than they would normally be, resulting in them looking decorative rather than obvious weapon holders. The blades are flattened against the arm edge up forming the 3 ridges, then when needed unflattened and flip round to be hendl like knuckle dusters. Back edge can be used as bludgeoning device.

Personality: On the outside, Claudia is a generous and kind woman, not beyond letting her hair down and having some fun. This side of her has proved to be extremely useful in uniting the various gangs in Celadon under the single banner, and then again during negotiations with those in Fuschia City. She is loved by most people who meet her as a genuine and benevolent Queen. Scratch away that facade, however, and the woman staring back is quite different. With a deep love of power and finding the act of ruling to be the most divine feeling in the world, her appetite for authority and control is never quite sated. This leads to setting her sights higher and higher, moving further up the chain each time. Her relationship with Drystan is best summed up by calling them rivals. While they always work towards a common goal, their methods and ideologies surrounding the best approach differ greatly, often leading to small confrontations between the two. Despite this, however, while Palkia rules with a gentle heart and a loving smile, Dialga remains a threat she uses to inspire loyalty in even the most ragtag of people.


Backstory: Growing up as an anarchistic rebel gave Claudia a great sense of accomplishment as she became a symbol of the less satisfied side of Celadon City. Her popularity skyrocketed pretty much everywhere she went - mostly because she knew exactly how best to manipulate people. Despite being young, she quite suddenly found herself tasked with the job of keeping a group of bikers in check. Without much hesitation, she converted the group into a proper gang and set about seizing power over the city from the others, piece by piece using her charms to win over most and her mercy to recruit those few who fought and lost. She named the gang Milotic Scale, after her ever faithful pet. 

Taking over the city wasn’t hard because most people didn’t have a problem with sticking her in charge. She seemed to be a natural leader, and the united gangs became a more respectful bunch specialising in more organised crime than wanton anarchy. Even the local authorities were happy to turn a blind eye providing nothing untoward was going on in any way which could hurt the local population. This continued for a while, until Claudia’s lust for power proved too strong, and she launched an all-out war in an attempt to force out the gang from the neighbouring city - Drystan’s Steel Wing. 

Months past without group being gained on either side. Her inspiring presence could whip her followers into a frenzy, but when they clashed with people fearing for their life should they lose, it was a dead heat. Negotiations were eventually opened between her and the rival leader - the two agreeing to put aside any differences out of mutual respect for one another, and rule over both cities together as a duo. Thus the friendship between Claudia and Drystan was born.

A few years down the line, and things had been going well. Claudia held her lust for power in check because she couldn’t feasibly control any more ground with her abilities. Until the plague came. They had been informed that they were to become the Avatars for Palkia and Dialga, if they so wished. Neither of the two hesitated.

With the newfound power granted by the alliance of Drystan with Dialga, and Claudia with Palkia, the combined might of the Steel Wing and Milotic Scale gangs - headed by two Avatars boasting tremendous powers - promptly swept any threat out of the city without any difficulty. Claudia had other ideas, however, and now wanted even more power if she could get it, and the two worked out a plan to gain more power than they could have ever dreamed of before the offer of becoming an Avatar. Leaving the city in the care of their top lieutenants, the pair departed bound for the major cities in a hunt for those like them.
