The Unity Accords were formed by members of the Outer Alliance after the war was finished, whereas the Mandate comprises those Golgotha who have remained loyal to their old ideology. As such, the two factions (a rather broad term in the case of the Accords) are overtly hostile to each other in a Cold War-like fashion, with both either unable or unwilling to engage in direct conflict by this point, presumably due to the Mandate being weakened and the Accords being too fragmentary to act jointly.
