Madara and Hashirama were also sufficiently powerful early on though, at least if you look at the chronological order of history.

Well, yes, we did already comment on Skype how 'everyone and their mom is either a Sarutobi, Uchiha or a Kirigakure exile' so yes, I guess it would. 

Then again, what makes you think we hadn't planned something like that already?
