Well, a very large part of the Armada is combosed of mostly refugees ships, whom have gone 'GTFO' from their likely homeplanet and staying around the place. While military vessels are mostly captured Imperial Navy ships.

The Simulacrum is a legit threat to any other fleet at that. And likely to be targeted, if it unloads it deadly arsenal.
