Welp he was meant to be protect from his own flames.....but yes that is a unique mechanic. 

Todoroki has temperature issues. 

Vanitas has burn issues and needs to heal when he uses flames but then I'd have to increase his fuel limit. To which he was meant to have a fuel limit and having to think about just what he uses his energy for or he'll go empty.
