Well, the colonist pool here is research and development types and high end type people. I'm not sure they'd let a criminal in without overriding reasons -- the typical colonist pool for colonies closer to Earth, when they leave anyway, tends to be from undesirables who get shipped off to places like Mars and the asteroid belt for hard labor.

This colony is very different, basically.
