I imagine that the teleportation spell isn't so much taboo as it is expensive. Requiring a setup and a refined conduit to help aim where you are going. Short blinks are probably something any mid level mage can do. But the main form of teleportation is done out of a specific location that has the right magical properties. 
As for the time magic, I was suggesting that she causes small lapses on herself as to allow her to move faster than she should. Think a highten reaction time and more time to consider the outcome (Sherlok homes thinking segment) But rather than animating it all out it would just seem like she is quick to come to an educated opinion on the situation. 
While she was younger I imagine she likely faced several lectures and even a formal punishment issued by the council. Such as Being stripped of her family staff for a year. (A tool that makes using her magics easier, but this was also a teaching aid from the council who saw a powerful magus using a crutch. As they would see this as an opportunity for growth in other areas.)
