So I guess for their Hell Fire Breath it would be around their neck, but the would stop them from turning into a dragon.... Idk how the limiter would work for that ability. For the punisher it would probably be an electric shock because he dragon is like a snake which can be on both land and water, but he can't fly. I honestly don't know... Probably going to need help
