Prior interrogations of Van Zandt have yielded little about his life prior to making his way to US soil. However, we have obtained some information based on study. Van Zandt presents himself in a very controlled manner, speaking only when it is required, refraining from using foul language or slang terms and holding a generally polite demeanour. Medical records make mention of a potential for autism but no formal diagnosis has occurred. Emotional responses seem stunted and vacant, except when superiority is challenged. It is our belief that Van Zandt believes himself to be the smartest person in the room, which in many cases may be the truth. Past Convictions show a predisposition for severe brutality despite Van Zandt’s belief in being a cultural man.

Very little is known about Van Zandt’s life before America but we have managed to piece together some information. It is believed his father was a career criminal, killed before Hugo was even born. His mother is known to have died in childbirth and he was raised by an aunt. As stated earlier, Hugo is thought to possess low level autism which pay explain his demeanour and penchant for violence when threatened. He spent time in an out of youth correctional facilities for his behaviour before travelling to the UK and falling off the map. He resurfaced some years ago in Vice City, running a bar before moving to LS three years ago.

Shows himself to be a very relaxed and friendly person, even to law enforcement. Hell, we conducted his interrogation on the guy's front porch. He doesn't take the life of crime as seriously as most do, probably due to his age. Cares deeply for his neighborhood and his 'boys' of the gang. Veteran criminal and a reliable source of intel as long as it doesn't concern the Families. Really likes pizza.

Born and raised in South Los Santos, Jeff Johnson is a veteran in the grim underbelly of Los Santos and knows hell of a lot about the game and its many players. His sister is Weazel News anchor Jessica Johnson. He's known for being the founder and long time leader of the Pizza Guys, who the Agency refer to as a 'satirical' gang. Besides running a legitimate pizzeria, their main activities include robbing people and buying pizzas for them with the stolen money to be later left at their doorstep. The Pizza Guys are known allies of the Grove Street Families and the two try to maintain a sense of order in a neighborhood full of trigger-happy gangbangers that love to fight amongst themselves. He is also suspected to have had a hand in the assassination of Eddie Collins, a corrupt FIB agent and puppet to the Vercetti Crime Family, in Vice City 10 years ago. Jeff is actually notable for disrupting the criminal activities of other organizations. Whether he genuinely wants to rid the world of crime one step at a time or doesn't like competition is anyone's guess. Jeff has recently revealed in a Lifeinvader update that he has found 'new players in a new hustle who know what they're doing' and that he might be 'back in business' soon. As if he ever went out.
