The only time it would ever work with another secret organization is if that organization has a need-to-know (that an probably a special clearance too) about the organizations existence. That would be restricted to organizations like DIA, CIA, MI6, etc. But again, people with need-to-know, which is practically about 1-2 people will know about it. You can think of The Syndicate as a regular office building with multiple departments. But what common people see on the outside is not what they can see is actually going on on the inside. Think of how the Harry Potter verse hides their world.
