All people can use shouts, but it normally takes a very long time of training. Ulfric studied for a time, but he only has access to one shout, the simple unrelenting force one. The dragonborn is an exception to the long training time as he can absorb knowledge directly from a slain dragon's soul, or get it from someone who has the knowledge and the ability to share it, like the Greybeards themselves.
