This game interests me, but I have a couple of things to point out.

1. To the best of my knowledge, WH40K fans are generally better about "hybrid OCs" than a lot of other fandoms. I've never seen, well, [i]any[/i] human mutant hybrid in any 40K RPs I've participated in, and I do wonder if banning all abhuman races is a smart move considering this relative sensibility. Then again, there's not many Ogryns likely to qualify for Inquisitorial duties, but psykers are technically mutants despite being physically normal humans otherwise, so I'm not sure how they'll be handled.

2. Following the above technicality, Blanks are also physically normal humans. Soooooo...?
