It is open, and I want to help you fit in. This can easily be made to work in one of several ways. There are a few issues, so I'll break it down in just three easy steps.

1. Tone down the powers. If Fasuto can do so many things, he will be able to solve any situation by himself. Pick a couple of powers at most, and don't introduce new ones. If I had to say what fits well, try something like a toned-down version of his speed combined with the ability to cast simple spells. He can keep martial arts and weapons skills, no problem.

2. Simplify his origin story. He may be only 19, but we also have to add details as to what a non-dracon is doing in the dracon lands. The big question is whether or not he was raised there or whether he is from another land and has the culture of that other place. 

3. Pick a species and stick with it. Shapeshifting is allowed, but it would help to keep it simple. That way, other players don't have to take into account a huge number of powers that Fasuto has. Remember, he may be your character, but this is not your RP alone. If other players have a hard time keeping things straight, it makes things hard for all of us. So, he should be a human or an anthropomorphic fox. The blue hair or fur is fine.

Other than that, modern elements should be downplayed or removed. No modern clothing or devices, but something like a shirt, pants, a tunic, a hood, a cloak, robes, shorts, things like that are perfectly okay. 

Now, does this clear some things up?

P.S. It is mostly dracons, but there have been some humans and other non-dracons too. You don't have to be a reptilian creature if you don't want to be. In fact, this would not be the first time a player had a fox-type character in a dracon RP. Long story.
