1.) You can quite literally have him swim up on the coast of anywhere and it'd work in the context of the story. Maybe he senses a disturbance in the marine life and discovers a Starro draining the life out of a whale? Or like somebody mentioned, Starros could be in Atlantis as well...

2.) Others have already mentioned it, but there's only three out of eleven characters in Gotham right now [Catwoman, Booster Gold, and Icicle].

This one is actually a lot easier to explain. The invading forces are targeting the more populated areas. If you're familiar with the term 'megacity' it's defined by a city with a population of more than 10 million people. In real life, the US only has two out of something like thirty five in the world [New York and LA]. In the DC Universe, while some of them may not qualify as megacities, some are said to be even bigger and/or compared to other large cities such as Metropolis being larger than NY and LA, as well as Gotham IIRC. 

The only reason I haven't mentioned Washington DC is because it's population last I checked was only around 700,000. Hell, even Chicago has 2.7 million people.

[@Eviledd1984] The Joker CS as it is won't make the cut. When I say reimagine I mean REIMAGINE! Look at the Tangent Universe Joker or the Jokester from Earth 3 for examples of the kinda thing I'm looking for in this game.
