I was thinking of making him kinda like that one episode of The Batman where Joker pretends to be Batman, So he would put people into jail for even the smallest crimes. Perhaps he could be more of a grounded character or perhaps more crazy like Joker with like the powers of Green Lantern or someone like Shazam.
