Rykarn's been a pretty unremarkable individual on Earth, and there really wouldn't be a reason to be monitoring his communications since he really doesn't see the need to message anyone save for his brother one in a while, or the people related to his employment. Unless Ellis knew about his involvement with a Spectre during the war and took an interest, but if that were the case, he would have recognized Rykarn at the meeting.
