I was pretty sure he was one of yours but I somehow forgot his name despite his name being Gonad. Feel free to tell me if he's too similar but here's what I'm imagining. He can't get psyched up for a fight with, say, a fluffy bunny, so would be closer to olympic bodybuilder (his base) when fighting such a creature, while fighting against a god would have him so pumped he'd be well into superhuman range, but he doesn't have a 1 to 1 correlation, only boosts to his power that have an eventual ceiling (probably?). That is why he ends up only a forth evvie's power in my multiverse setting. He sometimes acts like a maniac shouting and stuff to continue pumping himself up for the fight. Getting bored or feeling too at ease and his powers drain back down to normal. His powers have nothing truly matching his opponent, but he does tend to rise to the occasion. He could greatly surpass his opponent if his hype exceeds what they are actually capable of, and when he learns the truth he greatly drops back down in power as disapointment sets in. As for Evvie, even I literally forget a lot of the time, but Evvie is actually a demigod. She has the stats of a dragon god condensed into her smaller body. Thanks to that she could take most dragons out in a single punch straight through them (and not just the wimpy ones from skyrim). She's my setting's level of superman (some versions of him, not the one where he drags multiple planets behind him as I've seen a picture of). She's planet bursting though when she's awakened her demigod form. And she reincarnates anyways but that's a huge setback because she comes back as a baby in an egg. I'm thinking of having another universe in the multiverse where things aren't quite as OP (well, a ton of people are OP so they end up not OP if everyone is, but you get the idea). In the other universe she'd be more powerful than the forum version but not nearly as powerful as that universe. For example, a simple beheading would be enough to do her in or other ways, but beheading is the most foolproof and well known method.
