Not particularly; the world is entirely fictional, it's just the general feel, tech level and so on that's rooted in the French Revolutionary Wars/Napoleonic era. Humans are the only sentient race. It's fantasy insofar as there's supernatural phenomena and perhaps creatures unique to the setting.
