[@Wombatallion] I agree with Marshall, those that contribute should definitely get first dibs on character slots. 

Also, I large cast would probably be preferable in threads such as this. It allows for multiple groups (rivaling groups if we wish) and a good diversity. 

I would limit the number of military members allowed. Not all of the characters can be ex military or ex police force.
