Been awhile since I've used the sister xD
Villain Appearance:
Often seen wearing winter clothing. Her 'real' costume comes from her Lunar Drive appearance. She would never take her cold eyes off you nor will she utter a word. If she does decide to speak, her tone will sound rather chilling as if nothing good will come from it. Lily is focused and determined to eliminate anyone who stands in her way. Her actions and movements are often calculated, so she could remain in control of the situation. However, she prefers to end battles quickly. She tends to confirm her kills whenever she has the time, to avoid repeating a mistake she once made years ago. She doesn't care about making allies or not. If they share a common goal or enemy, then she will offer her support. Only to most likely abandon them in the near future. That is how selfish she can be when it comes down to achieving her own goal. There are a few things which provoke her. The obvious one would be her brother, she becomes highly aggressive when he is mentioned. All of that love she once had for him, is now converted into hate. She gets absolutely annoyed when she is interrupted, whether she is cut off from speaking or performing an action. Nothing, but madness fills her mind now. One solution she found to ease the tension of this urge was to murder her hair dolls. She is not the person she was, that Lily is long gone. Perhaps she is beyond salvation at this point.
Brief History:
Lily and Evan were two perfectly happy twins. The two aspired to be brave heroes some day just like their late parents. During their time training with the Hero Association, it was revealed that her brother's performance was miles ahead compared to her. Lily's powers were severely restricted by time itself. However, she was not bothered by it in the slightest. She was happy that her brother was steadily improving for the sake of their dreams. It only motivated her to play catch-up and knew one day they would be equals in terms of power. Training sessions for her were scheduled late at night, she would often cause such a ruckus whenever she is forcefully separated from her brother. Soon enough, they adapted to their own schedules and sadly, they only saw each other for about one hour a day. Lily suffered the most from her nocturnal schedule. It was always dark and cold. There was rarely anyone awake during such late hours, other than her teacher. But, it didn't look like her trainer was interested in socializing or cared about her situation in the slightest. She became lonely. This resulted her into crafting miniature dolls out of her own hair to socialize with, like if they were real people. One day, a shady man replaced her usual trainer and offered to solve Lily's problems. She listened to what he had to say, but learned to be cautious around strangers. His associate down in the lab managed to develop an experimental serum which could be best described as a superhero steroid. While the man had no official clearance on using human subjects, he had attempted to convince Lily to partake in the experiment. Lily turned him down, but her decision didn't matter in the end. The man eventually forced her to go through with it. Clearly this person's motive had something to do with the twins, this serum was just a shortcut to achieve that goal. The experiment was successful, Lily's power had reached a level which far surpassed her brother's. It was calculated that her power would allow her to easily compete with A-Ranked Heroes. She was only sixteen at the time. The villain planned on using the serum on her brother as well, but Lily refused anyone to harm her other half. She was fairly certain whatever she was injected with, will have some consequential side effects. After she neutralized the villain and his partner, something triggered in her brain. A voice echoed through her head, ordering her to kill and before she knew it, her clothes were stained in blood. It wasn't enough to satisfy this unwelcome desire, what she really wanted was...to kill her brother. This was either a flaw from the serum or all a part of the villain's plan. She struggled to fight this madness with the small amount of sanity and control she had left. Other people were going to get hurt, so she ran far away from her brother and the Hero Association. She had left behind clues for them, so they could get a better understanding of her situation and hope they could find some kind of cure for her madness. However, her efforts were wasted when the villain turned out to be alive. The villain had erased most of the evidence left behind, then eventually kidnapped her when he caught up in such a short amount time. Ever since then, she went through a metamorphosis to become one of the most notorious villains still at large in recent memory.

Abilities:
Lunar Manipulation: Lily's power comes from the moon, allowing her to harness its cold energy to become a 'Moon Woman'. Previously, her powers were dependent on the moon phases and positioning of the moon itself. However, her powers are now trained to the point where she is no longer restrained by those weaknesses. Currently, she has the ability to harness twenty percent of solar energy and convert it into lunar energy. Allowing her to use her power freely in both night and day. The requirement for her body to absorb energy in order to use her powers still stands, generally making her weak in locations where there is an absence of natural light. There are various techniques that Lily has developed. Techniques: Cryogenic Body- By channeling lunar energy through her bloodstream, her body temperature will decrease to the point where she is cold to the touch. Lily is highly resistant to extreme low temperatures as the lunar energy allows her body to function as normal in such harsh conditions. This results her being capable of freezing anything she comes into contact with. On the condition if she remains in contact long enough. She can regulate her body temperature to avoid accidentally freezing herself on certain objects or on the surface below her for that matter. Frost residue will occasionally form on her skin and hair. Lunar Drive- This mode allows Lily to cloak her body in a thin layer of lunar energy/aura. Giving off the impression as if she is on fire, but no heat will emit from it at all. The color of her 'flame' is ice blue, like a glacier. There are two variations for this mode. Full Moon Drive and Half Moon Drive, both having its strengths and weaknesses. A Full Moon Drive is when Lily covers her entire body with lunar energy. This mode improves her overall physical performance, which includes her strength, speed, and endurance. However, all of that power steadily decreases the longer she is in this mode. Additionally, this energy cloak allows her to extend the range of her temperature decreasing ability and amplifying its power, instead of just restricting it to her own body. The range limit is increased to 5 meters, allowing her to rapidly decrease the temperature within that radius. It will become possible for her to freeze the air close to her. This acts as a reliable guard as it is capable of transferring over the cold to other people or objects within the blink of an eye upon the slightest contact, assuming there is no protection. Because of her defenses, close quarters combat is not recommended in the slightest. Although, it is still possible to damage her if one is quick enough to attack before the actual freezing takes effect. This mode only lasts for about eight minutes. After the duration ends, she will suffer from different levels of frostbite on her body. This frostbite cannot be prevented by adjusting her body temperature, she has to warm up and heal normally. The ultimate downside of this form is that she absolutely cannot uncloak any parts of her body or risk using up a charge. She can only use this form three times a day, with a recharge rate of seven minutes in between forms. Once she uses three charges, it essentially means she exhausted her energy supply and the damage she receives will stack onto each other. So, she prefers to use this form as an ace in the hole. A Half Moon Drive is basically the safety version of her technique, which only provides a small physical boost when Lunar Drive is active on that specific part of her body. She can only coat her arms and legs in lunar energy. Unfortunately for her, she cannot use the amplified version of Cryogenic Body. Using this variation allows her to minimize the energy she uses and reduce the self inflicted damage. An added benefit to this form gives her the option to multitask, such as carrying an injured ally without worrying about harming them with her powers. This is generally her go-to mode, as she can perform her next techniques as normal. Lunar Ice- Lily's main source of offense. She can create ice spikes, ice walls, pretty much manipulate ice created by lunar energy. Any preexisting ice will not fall under her control. The power and amount of ice she generates is entirely dependent by how much lunar energy she has in reserve. When that energy runs dry, her ice will melt. This can only be done in Lunar Drive. Cryokinetic Flight/Surfing- While it is technically not flying, Lily can constantly form ice below her feet which she can skate on. The ice quickly deteriorates behind her as she travels. This can only be done in Lunar Drive. Reserved Energy- A forgotten technique that Lily hardly relies on at the moment. This technique allowed her to have an emergency storage of lunar energy to use during the day, back when she could only use her powers under the moonlight. That small amount of energy she stores unconsciously, is unleashed during the day to give herself a slight boost in power. Lunar Beam- The most powerful technique in her arsenal, which also carries the highest risk. The reason being, she has to sacrifice her Lunar Drive and optionally her Cryogenic Body for devastating results. All of her lunar energy will be focused at one point, forming a ball of compacted energy in the palm of her hand. Unlike her brother, she does not have to remain stationary and can move wherever she pleases. When that pure energy is released at once, it forms a single laser beam powerful enough to blow away anything in its path. Generally, a large scale attack to destroy half a city would take about ten minutes to charge.
Skills/Combos:
Nocturnal Vision: Lily has developed an ability to see clearly in low light conditions and maneuver herself in the darkness to reach or hit her target without much effort. This skill dates back to her time training in the Hero Association. Precision: Lily required a lot of practice to hit her targets and keep her awareness up. This helped predicting when and where to fire off an attack, along with improving her reflexes in many situations. Ice Skating: Lily has demonstrated that she is an experienced ice skater. Allowing her to stay balanced and overcome seemingly impossible obstacles while she is traveling through ice. The stamina she has gained from this skill, helped her to skate longer than the average person.

Possible Goals?:
-Her only goal is to kill her brother.
Other:
Lily loves vanilla ice cream.
