So I tried to make a list of current player-characters in this from the strongest to weakest on an even playing field.

So when you put every character on a football field, which character would be strongest?

Artificer - He may have a power that is really good, but it's all based off of RNG, really, so it really compromises his strength.
Sparce/Farce - They're as strong as who they have absorbed, which can vary incredibly. They'd still be low-ranked, but not ranked because variety.
Celia - Robot is robot, and robots are not parahumans.
Epsilon - With lacks of materials, she isn't going far, but with materials, she can be a real bother.

1 - Headhunter (Insta win because sniper single-shot kills)
2 - Sonika (Limitless supply of air)
3 - Messiah (Nuke everything)
4 - Outsider (Mini-Endbringer OP)
5 - Jaunt (Provided he wants to kill himself)
6 - Exhale (Insanely good for AoE, not so good when far away) 
7 - Cassidy (Time manipulation is good, but it's limited by quite a bit)
8 (EDITED 8.5) - Tulpa / Arsenal (That projection is really strong, and so are his robot parts)
9 - Kyoshi (Good balance of everything, could be one of the strongest if she had experience)
10/11 - Chatterbox / Mantis (Both are good at manipulating others, and that's strong as fuck)
12 - Wisp (Light projection is good, and the matter of use is great)
13/14 - Zach / Sophia (Both are defensively amazing, but both aren't really strong in the offense department)
15 - Margrave ([i]"B-but how? How can someone as good as me be ranked so low?!"[/i])
16 - Overlook (He's shitty. End of story)

I tried to make this unbiased, and I'm bad at ranking, so if somebody wants to retry this list, please do.
