Law enforcement? That would have been settled [i]before[/i] the resort opened...or it wouldn't be able to open. Select members of the law, and potentially others who remember the Team Zenith fiasco would probably be against it and try to find ways to bring it down (with some factions willing to resort to anything) but the government would have had to approve something like this before hand making sure that it was all safe and NOT a work around to restart what Team Zenith started. There are also likely to be a heavy law enforcement/ governmental presence for both security reasons and to keep an eye on things.

Not only that but since it is invitational then that means all of the people to be transformed are willing participants.
